With over a decade of supervisory experience in the BSP, Mr. Plabasan has not only witnessed the dramatic advancement of technology in the Philippine financial sector, but more importantly, he has played a key role in reshaping the regulatory mindset towards a more progressive approach on technology risk and innovation supervision. He has taken a highly critical and challenging role in the BSP, as head of the department primarily responsible for supervision of technology and cybersecurity risk, including emerging technologies. He continues to spearhead various cybersecurity reforms aimed at enhancing the BSP’s cybersecurity oversight and supervision, as well as promoting a secure and cyber resilient financial ecosystem thru close coordination and partnerships with industry associations, regulatory counterparts, and other relevant stakeholders.

Timothy John Batan graduated with a Legal Management degree from Ateneo De Manila University, and also graduated with second honors as a Juris Doctor at the Ateneo de Manila University School of Law. As a licensed lawyer, he practiced as a senior associate for Romulo Mabanta Buenaventura Sayoc and Delos Angeles law firm for five years before joining the Department of Transportation’s Planning, Project Development, and Private-Public Partnership Unit as a Senior Project Development Officer in 2015. He worked on several maritime, airport development, port modernization, and varying mass transit projects until he was eventually appointed as an Assistant Secretary for Railways in June 2017, and again as the Undersecretary for Railways in February of last year. He is currently leading the DOTr Railway sector in fulfilling the Build! Build! Build!’s promise of a more comfortable life, more comfortable commuting, mass transport experience for the Filipinos.

Since 2004, Mr. De Leon has been working as a Transportation and Traffic consultant for various Infrastructure and Urban Development Projects. He has been engaged by various local and international consultancy firms, private firms, national government agencies, and multilateral donor agencies like World Bank, AusAid, ADB, and JICA. His specialization includes; Urban Planning, Transport Planning, Traffic Engineering, Traffic Management, Traffic Survey, Traffic Impact Assessment (TIA). In addition to this, he had also published a number of academic research on Road Safety, specifically accident factor analysis and accident mapping. He pursued his Doctorate Degree in Urban and Regional Planning at the University of the Philippines School of Urban and Regional Planning (UP-SURP). He also holds a Post Graduate Degree in Transport Planning from the same university.

- Present Project Manager for the Automatic Fare Collection System - Program Office of the Department of Transportation, Philippines. The Department has engaged his professional service for the project since 2017.
- Head Delegate for the Philippine Delegation to the 2018 Seminar on Railway Integrated Planning and Management for the Philippines in Beijing China.
- Prior to DOTR, he worked as a professor at the Philippine Normal University- the National Center for Teacher Education. While teaching, he was assigned as a Technical Assistant to the various offices therein, including the Linkages and International Office, the Bids and Awards Unit and the Bids and Awards Committees, and with the Office of the University President.
- Head of the Secretariat for the Association of Southeast Asian Institutions of Higher Learning, Inc., whose main office is based in Thailand for two (2) years.
- His skills in events management had prompt him to organized various local and international events.
- His adept knowledge of the government procurement law helped his former and present clients with their procurement needs.
- He finished Legal Management from De La Salle University and now a senior law student at the University of Santo Tomas, Manila.

Will Judge is the global lead for new mobility partnerships at Mastercard and part of the Enterprise Partnerships organization. He joined from Transport for London (TfL), the Mayor of London’s transport authority, where he has spent 6 years in commercial, innovation and finance roles focused on maximizing the value of TfL’s various public-private partnership infrastructure contracts. Most recently, in the role of Head of Future Ticketing, Will was tasked with retaining the passenger and operational benefits of contactless technology while moving away from the vertically-integrated business model used for Oyster to more cost-effective models based on partnerships with the payments industry. Prior to joining TfL, Will worked as a management consultant in the London office of McKinsey & Company.

Shinya Senba joined PASMO Co., Ltd（PASMO）in 2010. As a deputy general manager, he is mainly engaged in planning, development and operation of PASMO Center System. During 2011-2012, he led Center System Update Project of PASMO and Suica. He is also responsible for other in-house systems in PASMO Co. Ltd.

Mr. Komatsu joined East Japan Railway Company (JR East) in 2006. He engaged in the design, construction and maintenance of station equipment (train ticket equipment, elevators, platform doors, etc.) in Railways Division during 2006-2018. From year 2018 to now, Mr. Komatsu has been engaged in the specification development and implementation related to transportation IC card services in cooperation with PASMO at Kanto region IC transport card association.

Mr. Umekawa joined East Japan Railway Company (JR East) in 1989. He engaged in the development of contactless IC card (Base of Suica) during 1993-1996. And in year 2005-2008, he was appointed as leader of project management group for building Suica & PASMO interoperability at JR East Mechatronics Co. From year 2012 to now, Mr. Umekawa has been working as deputy general manager of IT&Suica department of JR East Mr. Umekawa is now responsible for interoperability, Suica Center Server operation, and R&D of next Suica system.

Silvester Prakasam is the Senior Advisor of Fare System at the Land Transport Authority of Singapore. Since 1989, the Fare System team under his leadership has undertaken several ticketing initiatives, providing a common fare infrastructure for public transport in Singapore. In 2002 his team implemented a contactless smart card (CSC) system at a total cost of US$200m. A second generation CSC known as Symphony for ePayment (SeP) was launched in January 2009. His team went on to introduce Distance Fares (DF) in July 2010. Currently his team is involved in new initiatives such as NFC, Account-Based Ticketing and refurbishment of existing assets.

Greg is the Principal of Greg Ellis Consulting and is currently the Program Director of Queensland’s Smart Ticketing project - which will replace the current GoCard and introduce the region’s first account-based fare collection and payments system. Previously he has led Transport for New South Wales' Electronic Ticketing System program which introduced the Opal card to Sydney, Auckland's Integrated Fare System programme - HOP and the previous South East Queensland Integrated Ticketing project - GoCard.
Greg has also consulted to the Asian Development Bank regarding integrated ticketing arrangements in Bangkok and has also been involved in smaller ticketing systems in throughout the region. He also assisted the New Zealand Transport Agency in the development and implementation of its New Zealand Integrated Ticketing Interoperability Specification. His academic qualifications include a Bachelor of Engineering from University of Technology Sydney, Master of Engineering from the University of Queensland and Master of Business Administration from Queensland University of Technology.

Raja currently serves as an Application Engineer in the Transport & Ticketing Digital Security Solutions department at Infineon technologies in Bangalore, India. Within this role, Raja is responsible for system integration activities across North America, the Middle East & Africa and Asia Pacific, supporting the Secure ‘Transport Ticketing’ Product Line at Infineon Technologies. Additionally, Raja also oversees system integration support with various transport ticketing and multi-application use cases based on CIPURSE™ products (the open standard of OSPT Alliance). In the last few years, Raja has assisted various transport consultants, national authorities, system integrators and service providers with fare collection projects. Raja has been is an active participant in OSPT Alliance’s Technical Working Group since 2015.

Jeff is Director for Merchant Solutions & Acceptance in the Philippines & Guam, where he is responsible for expanding merchant acceptance footprint in the country and deepening client partnerships with merchants, acquirers and payment facilitators. Jeff joined Visa for more than two years and his recent key focus is on driving contactless payments acceptance in the country. Jeff spent over 13 years in the banking and payments industry. He first started his career as the non-traditional head for Bank of the Philippine Islands' Merchant Acquiring team, where he successfully launched the first mPOS product in the country. Before he joined Visa, Jeff was Head of Merchant Acquiring business in Maybank, where he led a team to grow the acquiring business for face-to-face retailers and eCommerce merchants. Jeff holds a Bachelor’s Degree in Business Management from De La Salle University Manila.

Joanne as a Sales Manager at Tmoney, the operator of integrated ticketing platform and an issuer of national interoperable smartcard in Korea, is responsible for strategy planning, marketing and global sales. Her recent position is mostly focused in global marketing and sales, where she had the privilege of travelling to various countries to provide solution provision and operation management for the Automated Fare Collection industry, sharing Tmoney’s knowledge and experiences accumulated for the last 15 years.

Peoter is an independent fare collection systems specialist with over 25 years in the industry and has worked with suppliers, transport operators and authorities. He has gained his experience in the specification, development, integration, delivery and operation of multi-operator fare collection systems in the UK, Hong Kong, Singapore and Malaysia.

SL Wong is currently responsible for marketing activities in the area of Transport Ticketing in ASEAN, Korea, India and ANZ for the Product Line Secure ‘Transport Ticketing’ at Infineon Technologies. At the same time he also holds the marketing position for ‘Payment’ in Korea and India. In 2003 SL joined the semiconductor industry with Infineon Technologies as Marketing Manager in Automotive Electronics, where he managed the Powertrain Segment business for APAC. He then moved to Chipcard and Security in 2009 responsible for APAC region marketing for Payment and PayTV. In the later years, SL subsequently took on different segments including Mobile Communication and Transport & Ticketing.

Alexander B. Dimitrov is Segment Marketing Manager Smart Cities within NXP’s Business Sector Secure Mobility and Retail. Located in Gratkorn, Austria, at the NXP Competence Centre for secure identification solutions, he is focusing on building Smart Cities based on NXP’s security and connectivity solutions. Alexander is deeply involved in creating solutions for cities to become greener and smarter places to live, facilitating efficient and safe mobility by promoting cross industry relations. Prior to this role he accumulated extensive experience and knowledge in different positions as a product and marketing manager while bringing in expert know-how through multiple positions in the telecommunications industry.

As Head of Business Development UK&Asia Giacomo is responsible for Masabi’s growth strategy in the UK and Asian market. Part of the original founding team Giacomo has over 9 years experience in bringing smart ticketing to transport operators and market suppliers to realise the consumer convenience and operational benefits smart ticking can deliver too this complex market. Involved in the Project Management of the Masabi UK Rail product from inception, Giacomo has overseen the evolution of the product from proof-of-concept through to multiple roll-outs to nearly half of the UK rail industry, continuously expanding the national mTicketing offering as it matures from small-scale trials to large multi-operator routes. Giacomo has an M.Sc, BEng in Mechanical Engineering from University College London.

Shun is the Technical Director at BPS, a Fintech Joint Venture between the BTS Skytrain Operator, Vix Technologies and Inteltion in Bangkok. During his time with Vix Technologies Shun's forte was Systems Integration of transit clearing house systems in Sydney, Melbourne, London, Manchester. Drawing on his background Shun is building and leading a talented team to deliver Automated Fare Collection and Retail Payment Solutions in Thailand. BPS has integrated and is supporting all major transit Card Based systems and building new generation e-wallet payment systems in Bangkok.

He is the General Manager of Asia for Cubic Transportation Systems and has been in the Transportation industry for more than 15 years with a strong track record of delivering technology projects to cities around the region.

Manny Palomo has been involved in driving LG CNS’s IT-enabled infrastructure business such as energy, transportation and smart city. Having spent more than 15 years with LG CNS, his focus has always been in global business and market development. Manny’s involvement in the transportation business brought him to countries such as the US, United Arab Emirates (UAE), New Zealand, Saudi Arabia and other South East Asian countries like Philippines and Thailand. In his capacity as a business developer, he pursued LG CNS automated fare collection (AFC), fleet management system (FMS), and airport business. Going forward and in line with LG CNS targets, Manny will continue to assist in pursuing AFC and FMS opportunities with transport authorities, operators, and service providers. However, Manny will also strategically focus on expanding LG CNS current offerings into new mobility services and multi-modal solutions such as mobility-as-a-service, ridesharing, ridehailing and other new urban mobility options. Such will encompass pursuing high-value partnerships such as alliances, joint ventures and project acquisitions.
