Mr. Vitorino succeeds the United States' William Lacy Swing, who is leaving IOM after serving two five-year terms as Director General. Mr. Vitorino's directorship begins on 1 October 2018. The latest IOM director general is a former European Commissioner for Justice and Home Affairs (1999-2004) and former Minister of the Presidency and National Defence (1995-1997). He has also enjoyed a distinguished career in Portugal as a lawyer as well as in electoral politics.

Dr. Maria Nenette Motus is currently the Regional Director at IOM Regional Office for Asia and the Pacific. Prior to this, she held the position as the Regional Migration Health Adviser for Asia and the Pacific based in Bangkok, Thailand. Her responsibilities include overseeing the activities of the IOM Regional Office and providing guidance and support to IOM country missions in the Asia-Pacific region. This includes accountability for the successful execution of ongoing operational programmes such as emergency and post crisis response, migration health, labour migration, migrant assistance, migration, environment and climate change as well as immigration and border management, and the development of new initiatives for the region that are consistent with the Organization's policies and strategies.

Donato is the "Regional Immigration and Border Management (IBM) Specialist" at the IOM Regional Office for Asia and Pacific, based in Bangkok, Thailand. He provides to IOM offices and Governmental counterparts expertise, planning and guidance in the development, coordination, and implementation of capacity building initiatives, in particular on border and migration management including Integrated Border Management and data collection and analysis. He assists IOM Country Offices and Governmental counterparts in developing, implementing and monitoring IOM's capacity building strategy and training activities, at national as well at regional level, undertaking, when requested, technical field assessments. With the IOM IT-Expert, he provides technical support for assessing, budgeting, installing and training on Border Management Information System (BMIS) and trains on various IBM topics including passport examination procedures. Prior he was Project Manager of two CBMM programs in Africa before being appointed as "Migration Management Specialist" at the African Capacity Building Centre (ACBC), in Moshi (Tanzania), IOM's center of excellence for capacity building. With UN he was Police Commander of the international airport of Pristine seconded from the Italian Police Department (Polizia di Stato) to the UN Mission in Kosovo (UNMIK). In Italy, he is a Police Officer from the Central Directorate of Immigration and Border Police of the Italian Ministry of Interior, currently on special leave for serving IOM as expert on migration management issues.

Paul is Assistant Secretary in the Identity Biometrics Capability Branch at the Department of Home Affairs where he is responsible for the development and management of identity resolution services including biometrics, identity policy, document examination, facial recognition, fingerprint and data resolution services. Paul chairs the Five Country Conference Data Sharing Working Group and is a Director on the board of the Biometrics Institute, an independent organization engaged in research, analysis, and education in biometrics worldwide. Paul has worked in DIBP for 16 years. In previous roles he has been responsible for IT development, IT operations, disaster recovery, IT change management, information management and security (protective, personnel, and IT security). As Director of Border and Entry Systems at DIBP from September 2001 to January 2005, he was the System Owner of Australia's key border security systems, including the Advanced Passenger Processing System (APP), and the Movement Alert List (MAL). In this role he also worked closely with DIBP's partner border agencies, providing integrated border protection, immigration control and security related solutions.

Dana Graber Ladek is an international development professional with over 20 years of experience developing and managing humanitarian assistance and community stabilization projects, in coordination with government agencies, the United Nations, and national and international organizations. Her assignments before becoming Chief of Mission for IOM Thailand in July 2016 include: Regional Project Development Specialist for the IOM Regional Office for Central America and the Caribbean, Head of the IOM Regional Support Unit for South-Eastern Europe, Displacement Specialist for IOM Iraq, Programme Liaison for the IOM Washington Regional Office, and Director of Outreach for The Communitarian Network. Ms. Dana Graber Ladek holds bachelor's degrees in Psychology and Journalism from Goshen College and a master's degree in International Affairs with a focus on Conflict Resolution from George Washington University. 

Wais Payab, an Afghan National, is currently working as the Deputy Minister Technical & National Electronic IDs at the Afghanistan Central Civil Registration Authority (ACCRA), where he is in-charge of rolling out the first ever transition from a manual and paper based civil registry to an electronic civil registry through issuance of Smart ID cards to the citizens across the country. He also worked as Senior Technical Advisor at the Ministry of Interior Affairs before being appointed as DM for Electronic IDs at ACCRA. Prior to that he was working as the Director of Technology and Innovation at the Ministry of Communication and IT, from 2009 till 2017.

Greg is Chairman of the Asia Pacific Smart Card Association (APSCA), the Asia Pacific division of an international affiliation of Smart Card associations established around the world by the Smartex organisation. The aim of the Asia Pacific Smart Card Association is to promote the adoption of smart card technology, under suitable standards, for all relevant private sector and public sector applications across the Asia Pacific region including China, Hong Kong, Taiwan, Japan, Korea, Malaysia and Singapore. He holds a BSc in Computer Engineering from the City University, London.

Ms. Bramlette joined the Counter-Terrorism Committee Executive Directorate (CTED) in July 2007. She presently manages the regional portfolios for Asia Pacific and the Caribbean, and previously managed the west European profile. From September 2011 until August 2013, Ms. Bramlette completed a rotational assignment as the Head of UNODC's Global Programme against Money Laundering, Proceeds of Crime, and the Financing of Terrorism in Vienna, Austria. Before joining the UN, she worked for the United States' Department of Defense in various roles, the International Monetary Fund, and the U.S. private sector.

Police Superintendent LEE Hyuk has been a police officer for 24 years since 1993 since graduated from Korea National Police College. Before his secondment to INTERPOL as a Regional Specialized Officer in INTERPOL Liaison Office for Asia and South Pacific at Bangkok in Jan 2014, Mr. LEE was the chief of Intelligence Bureau of Korea National Police Agency and was a senior Inspector of Investigation section. Previous operational roles in INTERPOL Liaison Office in Bangkok, have included diverse range. Notable achievements included managing the Operations mainly targeting financial crime and cybercrime including scam and social engineering fraud.

Toshio Naito is the Senior Regional Registration Officer at the United Nations High Commissioner for Refugees (UNHCR) Regional Office in Bangkok. He has served in a number of ICT (application development and deployment) positions in the early part of his UNHCR career. He was Technical Lead of Project PROFILE for the development of UNHCR's global registration system (2002-2007), and has provided registration and data management support in regional capacity in MENA (2007-2011) and in Asia Pacific (2014 to date).

Ms. Renate Held is currently a Director of IOM's Department of Migration Management. During her career with IOM she served in various capacities, among them: Regional Representative, IOM Mission with Regional Functions for the Andean States in Lima, Peru (2010 until present); Inspector General responsible for oversight, project rapid assessment, audit, evaluation and investigation at IOM Headquarters in Geneva, Switzerland (2000-2010); Regional Representative, Mission with Regional Functions for the European Union (EU) Member States and the Baltic States with additional responsibility for fundraising and liaison with the European Union in Brussels, Belgium (1998-1999) and various functions of ascending responsibility in the IOM Bonn field mission in Germany and participation in IOM operations in Turkey, Northern Iraq, Tanzania, Mozambique and Bosnia & Herzegovina (1987-1998). Ms. Held holds a Master's degree in Social Science and Psychology from the University of Bonn.

Michael Odgers is currently a Co-Manager (Australia) of the Regional Support Office of the Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime. He was appointed Director Industry under the International and Industry Branch, Australian Customs and Border Protection Service (ACBPS) in February 2014. As Director Industry Michael was responsible for managing, coordinating and leading the Services' engagement with Australian and International industry at a strategic level. This includes managing the relationship with key international bodies including the International Air Transport Association (IATA) and the International Civil Aviation Organization (ICAO). Michael chairs a number of international fora, developing standards and best practices for the provision of passenger data, namely Passenger Name Record (PNR) and Advance Passenger Information (API). Over the past two years Michael has chaired the Joint Industry and Government Working Group which has developed the PNRGOV message as the new global standard for the provision of PNR data from airlines to governments. Michael actively supports the WCO API Contact Committee, ICAO Facilitation Panel, IATA Data Harmonisation Task Force and other Governments in the use of API and PNR. 

Francis joined the European Commission in 2006 as IT Service Manager at Directorate-General Taxation and Customs Union (DG TAXUD), then as Infrastructure Manager and finally as Local Security Officer also in charge of the informatics' security for the DG. He left DG TAXUD for DG Human Resources and Security in October 2014 when joining the Task Force in charge of setting-up the new form of the EU Laissez-Passer. Since then, he defines and coordinates the security policy of the processes sustaining the issuance of this new document. Francis also holds a CISA and CISSP certification since many years.

Claudio Kavrecic as of 1st of February 2018 Head of Frontex Centre of Excellence for Combating Document Fraud. From 2007 July until 2018 January, Claudio Kavrecic was the Head of Air Borders Sector in the Operations Division of Frontex. Air Borders Sector led operational activities between border guards for enhancing the security of the EU external borders. About 130 airports were regularly involved in Frontex Air Border activities in 2017. Mr. Kavrecic entered the Italian Polizia di Stato in March 1989. He is a Lieutenant Colonel who prior to join Frontex was chief of operations at Venice border police.

Rhodia is Director at the National Office for Identity Data (Dutch Ministry of the Interior and Kingdom Relations). Before she was Director for the Repatriation and Departure Service, Director Staff Management Implementation Policy and head Implementation Policy (Dutch Ministry of Security and Justice). Rhodia has redesigned the identification process of illegal aliens arrested by the police and has advised Governments by the restructuring of their identity infrastructure. Rhodia is a member of the Member of the board of advisors Center for Identity, University of Texas (US). She also represents the Netherlands in ICAO's TAG-TRIP (Traveller Identification Program).

Ana Cristina is currently the Director of Operational Response Division of the European Border and Coast Guard Agency - Frontex. Before, since 2012, she was the Head of Joint Operations Unit (named Field Deployments Unit since February 2018). The Operational Response Division includes, the Field Deployments Unit, a Coast Guard and Law Enforcement Unit, a Return Support Unit and a Centre of Excellence for Combating Document Fraud.

Professor Raymond Wong is the Adjunct Professor at the Biometrics Research Center of the Hong Kong Polytechnic University. He was former Assistant Director with the Immigration Department of Hong Kong Special Administrative Region (HKSAR) where he served for over 35 years. At the HKSAR, Raymond was instrumental in the development and management of information systems and related matters, implementing many IT projects that helped pave the way for numerous developments within Hong Kong's Immigration system. His invaluable leadership and contribution to the HKSAR won him titles such as the "father of e-channels" and "father of e-passport" in Hong Kong. Since retiring from the HKSAR, Raymond has been serving as expert consultant for countries around the world on projects on biometrics, identification documents and automated border control systems. He also leads research projects on innovative technologies as well as authoring specialist articles and eBooks. He has been the co-editor of the Annual Report of the specialist journal, Keesing Journal of Documents and Identity and serving as member of the advisory board of the Journal since 2009.

Ross works as a consultant undertaking assessments for IOM, ICAO, OSCE and other international organisations and providing advice to agencies and vendors involved in passport issuance and civil registration, border control, biometrics and identity management. Until 2010, Ross was a senior executive in the Australian Passport Office with responsibility for the design of Australian passports; the application of biometrics in passport issuance; and preventing deterring and investigating passport fraud. Ross was Australia's delegate to the ICAO Machine Readable Travel Document TAG from 2007 to 2010 and the inaugural Chairperson of ICAO's Public Key Directory Board. Ross worked for the Australian Department of Immigration from 1977 to 2007 where he worked in border control and identity management roles. Ross holds a Bachelor of Economics degree from the Australian National University and during his government service completed postings at Australian diplomatic missions in Turkey, Mauritius, Kenya, Syria and Hong Kong.

Fons is Senior Research & Development Advisor at the National Office for Identity Data (Dutch Ministry of the Interior and Kingdom Relations). He has advised, over 25 Governments, during the development of a large number of (electronic) passports and identity documents. His last advice was about Dutch travel documents introduced in 2014. He redesigned the identification process of suspects arrested by the police and has advised Governments by the restructuring of their identity infrastructure. Fons has developed a model aimed at the dynamic management of the security concept for documents. He executed assessments on the identity infrastructure in over 10 countries in Europe, Africa and Asia. High level managers of over 35 countries from all over the globe have participated in Master Classes on Identity Management that Fons has given. Fons is a member of the core group of experts on Identity related crime of the UNODC (United Nations Office on Drugs and Crime), IAI (International Association for Identification), BWG (Biometrics Working Group) United Kingdom and ICAO's ICBWG (Implementation Capacity Building Working Group).

Peter Simpson is the director and head of research at iRespond.org, an international non-governmental organization providing open standards based technology solutions for global and public health. Peter's background is in medical informatics and computer science with a focus on large scale distributed health information systems, patient tracking with identity and encryption. Currently, his primary area of research has been focused on the use of new and innovative biometric modalities in new born and infant identity both in the hardware sensor and the user interface experience to improve the quality of electronic health data collected in remote and resource constrained areas of the world. Peter has been a project leader or team member in the deployment of several successful health technology projects provided by partners and supported by organizations and governments around the world, and is part of an international team working on protected identity in nomadic and cross-border populations to improve infectious disease epidemiology.

Dion has been in the identity management field for 14 years in government roles spanning Passports, Citizenship and Civil Registration. He is currently responsible for the improvement and support function of Identity and Passport Services in New Zealand, and has a particular focus on the development of digital identity products and services. He has led assistance missions in the South Pacific, focusing on the implementation of new passport and civil registration systems, and using "Evidence of Identity" standards and guidelines to develop secure identity establishment and verification processes. Since its formation in 2008, Dion has been Secretary to the Chair of the International Civil Aviation Organisation (ICAO) Implementation and Capacity Building Working Group (ICBWG). 

Ross Lockie has worked in the security and aviation security field for the past 23 years. Currently Mr. Lockie is the ICAO Regional Officer, Aviation Security & Facilitation for Asia & Pacific. Prior to his current role he spent 12 years as the Technical Coordinator/Team Leader with ICAO's Universal Security Audit Programme and immediately prior to joining the ICAO APAC Office, was seconded to work with the United Nations Security Council's Counter-Terrorism Executive Directorate (UNCTED) based in New York City. 

Mr. Damien has been the Director of Immigration for the Republic of the Marshall Islands since 2013. He supervises and coordinates the enforcement of laws, rules and regulations relating to the rights and privileges of citizens, aliens, foreign vessels and aircraft's once such enforcement is required and conducted with the jurisdiction of the Republic. Previously, Damien worked as the Chief of Investigation at the Office of the Auditor-General where he managed all investigations, inspections and evaluation related to fraud, waste and abuse in the collection and expenditure of all public funds and breach of ethics in Government, Agencies and Local Governments.

Ruth Annus is Head of Citizenship and Migration Policy Department at the Ministry of the Interior of Estonia. Citizenship policy, migration and asylum policy, identity management policy and identity documents policy are within her responsibility. Ruth has been working at the Ministry of the Interior since 2000. She obtained a magister iuris degree in 2007 and baccalaureus artium degree in 2001 at University of Tartu in the Faculty of Law and is specialized in administrative law. Currently she is a doctoral student of government and politics at Tallinn University. She is also the lecturer of International European Union Migration Law at Tallinn Univeristy.

Lukas Praml studied Communications Engineering and International Business Economics in Austria and holds a Master’s degree from the University of Vienna. After working as a strategic marketing consultant for several years, he finished his studies in 2003 and started working in the Austrian State Printing House. He held different positions in project management and business development while he implemented the new Austrian passport with integrated chip in a leading position and simultaneously added the ability to personalize ID documents in the company. Two years after starting the department of Innovations in 2011 was appointed Chief Innovation Officer. In April 2013 Lukas joined the board of directors of the Austrian State Printing House and intensified development and application of new technologies within OeSD.

Michael Lim is a Subject Matter Expert in the use of air passenger data to pre-screen or pre-clear air passengers with over 30 years’ experience in working with Governments and IT companies in the Air Transportation Sector. Of these more than 16 years were spent in various business development and consulting roles, primarily in the areas of IT solutions and improving business processes in Border Management using API/PNR and biometrics for risk assessment solutions. As a sought-after subject-matter expert, Michael has consulted and conducted workshops with many other governments including Bangladesh, China, France, Hong Kong, India, Indonesia, Fiji, Japan, Kazakhstan, Malaysia, Mongolia, Pakistan, Papua New Guinea, Philippines, Singapore, South Korea, Taiwan, Thailand, Turkey, Vietnam and Yemen. 

Mr. Michael Gardiner, an entrepreneur with over 30 years of international business experience specifically focused in the microelectronics industry as an owner/operator of various entities. Extensive familiarity with startups as well as 15 years’ experience in owning and operating a large factory with over 350 employees in Hong Kong, where he resided for 21 years. Former consultant & advisor to numerous high-tech projects globally.

Sascha Fuls is the General Manager of OVD Kinegram (Asia Pacific) Pte Ltd in Singapore, wholly owned by OVD Kinegram AG (Switzerland), Member of the KURZ Group. OVD Kinegram is a market leader in the development and production of foil-based optically variable devices (OVDs). Latest innovations focus on RFID components and the unique integration of digital and physical security technologies. 
Previously, Sascha held positions within the Swiss Government where he served as Deputy Permanent Representative to the Conference on Disarmament in Geneva and as Policy Advisor to the Defense Department. Sascha holds a M.A. (international relations) from the University of St.Gallen and two MBAs from UCLA Anderson and the National University of Singapore, respectively. 

Younkyung (Youn) is currently responsible for supporting airlines and airports in Asia-Pacific to implement or adopt IATA's initiatives related to Passenger Experience and Facilitation. The initiatives she has been involved for the last three years include Fast Travel, One ID, Baggage Tracking and Open Borders. Before joining IATA, Youn held various positions in Japan Airlines for about 7 years, mainly focusing on airport passenger handling and sales & marketing. Youn holds an MBA from University of Geneva and a Bachelor's degree in Business Administration from Ewha Womans University in Korea.

Isabelle has been working with the Biometrics Institute since May 2002 after almost 10 years in Australia, she relocated to London in 2011. She has been instrumental in establishment of the independent and impartial international Biometrics Institute. She has extensive experience in the formation and management of new associations and the creation of global networks. This includes strategic planning for the organisation, development of new concepts and new business, leadership for a team of 9, marketing and communication activities and expansion of the organisation's activities into the Asia-Pacific, Europe and the USA. She has managed many government funded projects successfully including the Biometrics Vulnerability Assessment Project, which was co-funded by the Australian Department of Prime Minister & Cabinet, the Biometrics Institute Privacy Guidelines which was sponsored by the Australian Government and most recently the development of a Compendium for Good Practices for the Use of Biometrics to counter Terrorism in collaboration with the United Nations CTED. She has engaged with Ministers and senior executives to raise awareness about the importance of the responsible use of biometrics.

Colonel NAJEM El Ahmadieh is the Chief of Legal and Discipline Office in the General Directorate of General Security (GDGS) – Lebanon. He oversees legislative issues in the directorate, manages and monitors all activities related to execution of Laws and Regulations. He is also the Chief of Border Crossing Point Development Committee (BCPDC) working side by side with IOM-Lebanon. Coming from a Military/Infantry background, Colonel El Ahmadieh, was assigned to various border related posts in Lebanon. Later, as a certified Military Observer (MO) he served as Liaison officer with the United Nations Interim Force in Lebanon (UNIFIL). While serving in Military Intelligence, he was a member of Borders Monitoring and Control (BMC). In 2011 he was transferred to GDGS and assigned as the Chief of Beirut Harbor Department where he developed an Integrated Control System to monitor the Harbor.

Stephan D. Hofstetter is founder and managing partner of SECOIA Executive Consultants Ltd. He acquired his professional experience over 20 years in various fields of security document systems, mission command and crisis management. During this time he developed various systems in Europe and Asia and was active contributor to international organizations. His masters dissertation is on Predictive Policing and pre-crime analytics based on Big Data.

Mr. Rajeshkumar is the Singapore representative to ISO SC17/WG3 and is currently the editor of Doc 9303 - part 12 (Public Key Infrastructure for MRTDs). He is an active participant in both of the ICAO working groups, the New Technologies Working Group (NTWG) and the Implementation and Capacity Building Working Group (ICBWG). He is a member of the sub-group of ICBWG examining non-compliant travel documents, focusing on issues related to ePassports and/or the digital PKI certificates associated with ePassports. He is the Chief Executive of Auctorizium Pte Ltd, a company based in Singapore specializing in solutions for ePassport PKI and the validation of ePassports.

Mr. Mohamad Yusri joined the Administrative and Diplomatic Service (PTD) as an Assistant Director at the Institute of Public Administration (INTAN) on 15th January 1996 and since that he has been posted to various ministries of the Malaysian Government. At presence, Mr. Yusri Bin Hashim is the Director of Multipurpose Smart Card Division at the National Registration Department Putrajaya under the Ministry of Home Affairs. This division serves to manage and monitor the implementation or smart cards used by Malaysian citizen identification card known as MyKad. He had led the division since 25th May 2018 in the effort of enhancing the security level of our MyKad.

Before taking on his role as project director for the Machine-Readable Passport & Visa Project for the Department of Immigration, Saidur Rahman Khan served several years in the Bangladesh army and worked as deputy director for the Directorate of General Defense, as director for the Directorate for General Forces Intelligence and as station commander in the Jessore Cantonment. BGen. Rahman Khan holds a bachelor degree from the Bangladesh Military Academy, a master’s degree from the National University and is now doing a Master of Philosophy at the Bangladesh University of Professionals.

In the last 10 years, Fabiola held multiple business development and sales positions in Giesecke & Devrient Government Solutions with responsibilities for the subsidiaries in the market regions in Middle East, Asia, Africa and America. After joining Veridos in 2015, Fabiola became Vice President Sales with the responsibility for the Asian market. Fabiola holds a degree in Master of Business Administration (Technical University Aachen and University of Urbana Champaign, Illinois).

Jack Tay is the Sales Director for Entrust Enterprise Security for Entrust Datacard, ASEAN & Greater China and he has overall responsibility for the region’s Entrust Enterprise Security solutions. Prior to assuming his current role, Jack was the Regional Senior Marketing Manager of Asia Pacific for Intermec Inc. (now known as Honeywell Inc.), where he was responsible for growing Intermec’s business in Radio Frequency Identification (RFID) and Enterprise Mobility Solutions for the Logistics, Manufacturing, Service Delivery and Government vertical industries.

Allan Malcolm has more than 15 years’ experience in the Security Document and Government Identity Industries. He has worked on national identity and passport solutions around the world prior to joining HID Global in 2014. Allan has helped provide solutions at a national level in more than 10 countries. Allan holds an Honors degree in Software Engineering from the University of Glamorgan.

Major Ahmed Toma Jerry Al-Hamdadani is a Director of Document Authentication & Data Analysis Lab, Residency and Passport Officer at Basra International Airport, General Directorate Civil Status, Passports and Residency in the Iraqi Ministry of Interior. He is also the focal point and coordinator between MoI of Iraq and IOM for the IBM Improvement Project. He graduated at the Higher Security and Management Development Institute (HSMI), Group 17. He has a High Diploma in Military Sciences, as well as a BA of English language from College of Arts. He practiced teaching English for one year before joining the HSMI.

Steven Grant began his career in government procurement with the Canadian Federal Government in Ottawa. This was followed by one year in international procurement with the United Nations. After seven years working in Cambodia, Singapore and Switzerland, Steve returned to Canada, where he worked for several years with AiT and 3M Canada in the field of border security and identity document issuance systems.

Mr. Rocco Messina is a programme officer in charge of the Border Security Management Programme at the United Nations Centre for Counter-Terrorism (UNCCT) which is the capacity building branch of the United Nation Office of Counter-Terrorism.
